Former Fosse House, Hykeham Road

The Site

The site is located within Bracebridge, around 2.5 miles south of Lincoln City Centre which has a mainline train station and hospital and offers various amenities, facilities and services. Bracebridge itself offers a range of these including a convenience store and post office in the local centre opposite the site, as well as supermarkets, doctor’s surgery, dentist, community centre, pubs and restaurants and cafés, hairdressers, recreational facilities and grounds and several religious buildings (of varying denominations) in the wider area.

The site also benefits from an excellent local bus service directly opposite the site along Hykeham Road, which provides routes to the City Centre and train station, as well as surrounding villages and towns.  The site is well served by road connections, with Newark Road leading directly towards the City Centre (northbound) and the A46 (southbound), providing onward connections to the A1 and wider road network.

The site is currently vacant and was formerly occupied by Fosse House, a 42-bed care home operated by the OSJCT. Due to the age of the building and the associated difficulties meeting the high standards that the OSJCT strive to achieve in their care homes, Fosse House was demolished in 2021 to make way for a modern care home on this site. Prior to demolition, residents and staff were relocated to other homes in the local area and following its closure, fencing was erected to secure the site.

The site measures approximately 2.82 acres (1.14ha) The boundaries are defined by mature vegetation and close board fencing. Hykeham Road runs along the southern and eastern boundary with Newark Road running along the northern boundary. To the west of the site are residential flats. Properties along Hykeham Road are predominantly two storey semi-detached houses with the properties on Newark Road ranging from detached to terraced style housing with a mix of single and two storey properties.

Planning Context

The site is located within the administrative boundaries of Lincoln City Council, where the Development Plan comprises the Central Lincolnshire Local Plan adopted in April 2023.

The site is in a sustainable and accessible location – it is located within the settlement boundary, where new development is generally directed, and where the re-use of previously developed land (such as this) is encouraged. The site lies in close proximity to public transport networks and within easy reach of local services, amenities and facilities.

The site has a previous approval for a two and three storey development to accommodate a doctors surgery, pharmacy, extra care apartments, care home and day centre (decision notice ref: 2008/1211/F, dated August 2009).

In line with relevant policy considerations, this proposal would deliver a care home of the type and size to meet local need, being of a high quality design and including adequate amenity space, which will be designed to provide opportunities for sitting, socialising, gardening and active leisure pursuits (tailored to the needs and abilities of the care home residents).

Design Opportunities & Constraints 

  • Cleared site on relatively flat topography.
  • Existing site access from Hykeham Road.
  • Potential visual and noise exposure from junction between Hykeham Road and Newark Road.
  • Dense tree massing acting as a natural screen, providing a visual buffer from neighbouring properties to the north and south-west of the site.
  • Potential overlooking from the adjacent 3-storey residential development to the west of the site.
  • Prominent visual presence of the site from the junction of Newark Road and Hykeham Road.

Local Context & Precedents

  • Larger scale buildings are set back from the main road.
  • The majority of neighbouring properties have a traditional 2-storey configuration, with a 3-storey residential development to the west.
